EDIT: Ok, I got it. It's on the computer, and you edit levels on a rom, and then modify the rom using lunar magic. You can then play those edited parts on an emulator. Here are the parts needed:

This, I should have mentioned to you... downloading the editing program (lunar magic) is legal, downloading the ROM is starting to push it, but distribution of a rom is highly prohibited in any case. - Barfs

I guess I should have mentioned that. But it is not illegal if you have the game and the people that you are distributing it to do. So don't download it if you do not have the game in "real life."
